The Glossary of ASE Acronyms

The Glossary of Healthcare Reform Acronyms

As in any subject area, healthcare is full of acronyms. Understanding their meaning is critical when discussing healthcare reform or evaluating policies and programs; this glossary offers definitions for many of the most prevalent healthcare-related acronyms.

APTC stands for Advanced Premium Tax Credit and provides tax credits or subsidies that reduce the monthly insurance premium costs for those who qualify under the health reform law. ACO stands for Accountable Care Organization; these organizations work collectively with doctors and hospitals to improve patient outcomes while creating cost savings. HMO stands for Health Maintenance Organization; this type of health plan generally limits coverage to care from providers who contract directly with the HMO.

CDA (Clinical Document Architecture) is an industry-standard that facilitates electronic health record exchange among healthcare organizations and patients, giving an overall picture of each person’s medical history and treatment.

EHR stands for Electronic Health Record and refers to any computerized system that stores, retrieves, and manages individual patient data as digital medical files. EHR can monitor a patient’s health status over time and identify trends that indicate future needs.

FPL (Federal Poverty Level) – The threshold income at which an individual becomes eligible to receive certain benefits under health reform. HRA: Health Reimbursement Arrangement or Account (HRA), an innovative health reform provision that allows employers to contribute pre-tax dollars into employee health accounts to cover certain healthcare expenses.

HITECH (Health Information Technology for Economic and Clinical Health Act) – Part of the new healthcare reform law mandates electronic health records with national health codes to record all aspects of patient care and accurately represent an individual’s health status. This act also includes incentives for adopting and implementing electronic health records.

IRO stands for Independent Review Organization, and GPRO stands for Medicare Group Practice Reporting Option; both programs enable independent external reviews of adverse benefit determinations by third-party auditors. GPRO encouraged physician group practices to report quality of care data directly to Medicare, ending in 2016.

PQRS (Physician Quality Reporting System) – Medicare’s Physician Quality Reporting System is an incentive payment program encouraging physicians to report quality measures. PQRS will be replaced by a Merit-Based Incentive Payment System in 2017.

Non-Profit Organization (NPO) – An NPO is a type of health insurance company operating on a nonprofit basis, designed to offer services for people with lower incomes or special needs.
